Update manager still broken?

Is this normal? Or is SF really just having a temporary problem?
I've never seen the update manager work, and last time I looked, I was getting the same errors about not being a tar file... And when I Googled SF being in disaster recovery mode, I got heaps of results form 2015, which leaves me wondering if they've had problems for a couple of years now...
